Citi Habitats and fees

I'm using Citi Habitats to sell my apartment. They're charging me a flat fee of 6%. However, if the buyer doesn't use a real estate agent, they are going to charge me 4.5%. My agent said it's against firm policy to drop that # all the way to 3%. Does anyone know if that's true? Thanks so much.
