building at 24-26 East 93rd Street

This building listing is misleading, anyone know about this building and if it's that bad? There is no live-in super, the building is not maintained. I looked at a 1-br $4k apt and realized a friend lived there (who likes location for kids school). Lots of renters in the building complaining about landlord (not who showed me the apt) who owns many apartments in the building (which has another building attached next door #24). Tenants pay for their own repairs, brick is falling off the building, roof had a hole (scaffolding was up),kind of dumpy for the price. Elevator breaks down and there was a fire on one of the floors and destroyed an apartment?
