Foreclosures causing inflation

This must have poor Ben scratching his head. FT writes that all those foreclosures are pushing people into rental housing driving up rents and the housing cpt of the CPI. Does this mean we switch back to measuring housing by the cost of buying housing(pre 1983 method) or a new metric core inflation being cpi less food , energy & housing?
