How long does it take to foreclose?

I have been looking off and on at properties in Brooklyn, and some have liens going to 2009, with nothing going on in the court system. The liens are from mortgages, and seem to come with a default expiration date 3 years from the filing. Some of the properties have been pulled from the market, some are still listed a year later, some haven't paid their property taxes either. It's kind of interesting, to think some people could live years and years, tax and mortgage free.
