Can a windowless basement room be a bedroom?

Discussion about
Does a "bedroom" in a rental have to have a window? If the realtor calls it a "flex 2-bedroom" and we find we can't get a tenant in it because it has no window, can we back out? I guess the bigger question is whether definitions or legality matters at all in the rental world.
