Disaster Inspection in NYC?

Hi Forum, I'm a newbie and was hoping some of the veterans here can shed some light. I'm in the process of closing on a mortgage (first time buyer) and the commitment letter had expired and was renewed. My appraisal cost jumped up from $350 to $550 on the renewed Good Faith Estimate! The loan officer explained that this was a required "disaster inspection" because NYC was hit by a hurricane recently. She never communicated this to me and honestly was surprised by the discrepancy herself when I brought it to her attention. I'm dealing with Chase. Has anyone else had a similar experience recently or is the bank jerking me around since I'm so close to closing. And do I have any reprieve here? Thanks in advance!
