Proprietary Lease and House Rules

I have discovered that in my co-ops Proprietary Lease it states that the Lease is subject to the House Rules. It also states that the Proprietary Lease can be amended by a vote of 2/3rds of the shareholders. It also states that the House Rules can be amended at any time by the Board. The Board routinely adds House Rules at their whim that change things that were permitted in the proprietary lease. Does anyone know if this is standard? What is the point of the Proprietary Lease if the House Rules override them?
