Scratched windows

I am close to signing a purchase contract on a sponsor unit in a fully occupied new building. This is the last sponsor unit remaining; however the windows are extremely scratched, almost as if someone used a razor to remove the manufacturer's labels. The sponsor refuses to correct this problem. First: Do the scratches effect the integrity of the glass in cold weather? Secondly: Any ideas on repair besides replacing the windows? Thirdly: Are these type of things covered in the warranty? Fourth: Any advice?
