Is an architect required to create internal walls?

I bought an open loft space and would like to create a partitioned bedroom and office. Do I need an architect to draw up plans? Or is a good contractor sufficient? None of the walls would be load bearing, although I would like to have electrical outlets run through the new walls. I would appreciate any help.
