Pruning trees

does anybody have experience calling 311 or the parks dept directly asking to prune the branches of city-owned trees? There are 2 trees on the block outside a home I'm considering that erodes most of of the sunlight that would otherwise come into the home. The branches are not touching the property at all but are causing a dark situation in the home. I do like direct sunlight so it's an important factor in my buying equation
