Handicapped Entry/Exit Access?

We are considering doing a renovation in our apartment; the last renovation was done in the mid 1980's. We have a service door into our kitchen and the architect has told me that we need to leave 18" of space next to the door for handicapped access according to Local Law 58 of 1987. However, I have seen many recent renovations that don't leave this space next to an exit. Can anyone clarify when this is triggered? Is it supposed to apply to all renovations? Any guidance would be appreciated. Thanks!
