Warranty of habitability

I've been going through a very long (almost 8 months) review process of my renovation for my coop. My plans have been approved by the building's coop, the permits have been issued and we are ready to start. However, the board is now dragging their feet stating they are doing a "final review". Which essentially translates into an approval of the approvals. Which is weird to me. Months ago, we had a roof leak which made tensions run high. The fault laid on the contractor of the coop who was doing work on the roof. My unit was affected and thus I have to remove an entire ceiling in the bedroom and , living room, kitchen. I thought it would be better to start those repairs once approval for renovation was issued to "do it all at once". However, because of the, what's seems like an unwarranted delay and scrutiny of the board on my plans, I wonder if there is some case for a violation of warranty of habitability. If I was not renovating, I do not think I could live there because of the leak damage. I'm wondering how I can approach the board to firmly convince them that it's in everyone's best interest to get the green light on my project which include the repair from the leak. [less]
