Escrow deposit for maintenance fee

Hi, It is the time for me to get back an escrow deposit for two years of maintenance fee. I had a payment issue about six months ago when I discussed with the management office manager saying that I could deduct the maintenance fee from the escrow when a monthly payment is delayed. I followed the manager's advice and stopped paying maintenance fee for three months. After default, I got an eviction notice instead of deducting from the escrow account. I had to pay the defaulted amount as well as legal fees. Since that I have paid the fees on time. Even two years had passed, I am worried that I could not get the deposit back since there is a clause that the escrow will be disbursed upon the board approval once there is no delay on payment. Please advise this.. Thank you.
