Building on a roof

Does anyone know how much it would cost to build a 600 SF footprint structure on top of a roof with air rights? If possible, a duplex with 8' ceilings per floor would be great. It would go into the apartment below. Also, pluming and sewage is pricey but any thoughts on that too would be appreciated as 600-1,200 additional SF need plumbing.
