Responsibility for building safety?

I'm curious if anyone has has run into scenarios where building management is incredibly lax or unresponsive when it comes to issues of safety in the building. I'm curious if anyone has has run into scenarios where building management is incredibly lax or unresponsive when it comes to issues of safety in the building. For example, as a tenant of this building, it's a known fact that there is a drug dealer who hosts a rotating group of squatters in an apartment in the 2nd floor of this building. The management is well aware of it, but doesn't seem to be interested in taking action on getting those tenants out of the building. They have thrown dirty needles out the window of their apartment, routinely steal packages from the lobby of the building (thanks for leaving them there, UPS!) and are routinely letting strangers into the building and leaving the main entrances open for people to enter. On top of these things, when tenants call the police to report stolen property or packages by these folks in the lobby of the building, we've all learned that apparently there are no functioning cameras in the lobby or that face out toward the street. This is all very frustrating obviously, but does anyone familiar with NYC law know if the building is *responsible* for these issues? Do the tenants have any recourse to get them to improve these situations? [less]
