Condo rental turnovers and rent increases

Assume its a bad sign if a condo is on the rental market one year after a prior rental, and a relatively big increase, and showings require 48 hour notice because the "tenant is in place" until the last day of the month, ie the landlord really needs every month paid and does the big rent rate bump.
