Can current tenants refuse to show a listed apt?

Had an apt. to see an apartment listed. Arrived and 2 min before apointment raltor called to say current tenants are not allowing anyone to see the apartment until the open house the next day. Has this happened to anyone? Thoughts? Don't leases usually have a clause covering this?
