Selling brokers not conveying offers to sellers

I'm wondering how many people out there are experiencing selling brokers who are refusing to convey offers to their sellers? My understanding has always been that they are obligated by law to convey all offers to their sellers. Recently I have had more than one broker tell me that they would not convey the offer unless we raised it. Anyone else having this experience?
