Three out of four layouts are bad. The A-line is a conventional two-bedroom plan, but shallow, so small rooms. The B- C- and D-lines aren't workable.
In a location like that you should be getting good space for the money.

Go to Google Maps and do a street view. Doesn't look horrible, but not residential or cute-lofty either.
Back to layouts, the problem arose from cramming too much onto a 58' lot. Take the street side, which is five rooms wide. Subtracting about 4' for wall thicknesses, they could squeeze in only a couple of 12'-wide rooms, with the other three being tiny. Four rooms wide would've given nice spacious rooms, but at the cost of having four of the two-bedrooms being one-bedrooms.

I know this area, the neighborhood right around there is more fun than it looks at first glance. It's not far from the subway, cheap Latin restaurants and a cheap hip coffee shop is not far.
The reason I know the area is not only because I've shown apartments there, it's also because I rehearsed at a studio on Miserole Street a few blocks from these apartments for awhile, late night. I'm an old lady yet always felt comfortable--pretty easy parking helps. Be aware that there are music studios everywhere in Billyburg, they are not usually obvious unless someone is using them, people often try to keep the exact locations obscure to make break-ins less likely.
You might want to hang out on a Saturday or Sunday night and see how you feel.
