refinancing vs obama's plan?

has anyone been able to use obama's mortgage relief plan? i am in the midst of refinancing, and i wonder if i would be better of going through Obama's route. I have $720k left on my mortgage, and a rate locked in at 5.125% on a 30 year fixed. good income, assets. any idea if i would even qualify for obama's plan? i've been reading on the net that people are getting 2% mortgages. is that true? and i like the idea of no closing costs. thanks
