Wet Over Dry

Exactly how widespread is the so-called "wet over dry" rule that limits or prohibits the addition of new bathrooms, etc. I am somehow under the impression that it is common mostly in older co-op buildings and less common and/or restrictive in newer condo buildings. If so, is it because newer buildings allow for more flexibility regarding plumbing changes, because condo boards tend to be more flexible in general, or perhaps a combination of the two? Thanks!

There have only been a handful of apartments that have allowed me to go wet over dry. I do understand the concern but if it is waterproofed correctly it shouldnd be a problem. Newer buildings are a lot easier to get approvals from that is for sure

This is universal - A large part of the issue is noise. Don't want bathroom noise over bedrooms, etc.
