Charing rent if the keys have not been returned

I am moving out this month and am making necessary arrangements with the building's manager. She sent me a letter detailing what is needed for the move-out. One of the items on the list is that I return the keys. Otherwise, I am liable for the next month's rent. I checked my lease at this issue is not addressed there. Needless to say, I have no intent to hang onto the keys. However, being a relative newbie to Manhattan real estate am curious: is the landlord legally allowed to do this, or is the building manager simply being a jerk?

I was charged a fee for retuning my keys late and it was taken from my deposit. If they have your deposit, you are screwed, legal or not. Who has the time to sue them in small claims court for a few hundred or thousand bucks?

Be sure to get a signed and dated key-return receipt.
