landlord who denies access to a balcony

Does anyone know the obligations of a landord who denies a tenant access to a balcony included in alease? Our landlord was found to be in violation of local law 11 and to comply with his responsibilities under the law restricted access ot the balcony. I understand his need to comply with the law. But we are still required to pay full rent, even though we have nothing to do with the violation. Does he have any obligation to offer a rent reduction as he is not upholding his end of the lease in terms of providing the space designated in the contract?

Most likely the lease allows the landlord to restrict access to comply with legal requirements.

You'll have to read your specific lease to see what it says. In the standard condo sublet lease (Blumberg A101) the landlord retains the right to make terrace/balcony rules as he/she sees fit, so not providing access would be perfectly legit.

You could go to LT court downtown, they have free help. Bring your lease and your issue, they will tell you if you have any recourse.

Please tell me what it says about your balcony in your lease, if it is even mentioned at all... Without this info, its hard to give advice....
