Why must our society punish poor people repeatedly?

Yes, they deserve decent housing, but should they be forced to make the choice between not having housing and having to live in a highly polluted Environmental Protection Agency SuperFund brownfield such as the Long Island City waterfront? It's a health tragedy in the making.

Only in New York could families 'earning $32,000 to $130,000 per year' be considered 'poor'...

$32k is low for a family. For a recent college grad, $32k would be good.

If it's good enough for market-rate tenants, it's good enough for the subsidized folks.
