You can't really blame Schumer. The Senate and the Electoral College are designed to give power to the small states, and they perform that job admirably. The bigger the federal budget is, the more unreciprocated money NY will end up sending to DC. Since a large majority of Schumer's constituents favor a large federal budget, they have to accept paying a disproportionate share of it.
