The job will need a plumbing permit from DOB and likely existing and new plans from a registered architect to gain approval. The physical part of the work could be achieved in 2 weeks IF all of the material is ready to be installed (tiles can take up to 16 weeks for example from foreign countries). The first thing you should do is talk to your building manager and your super. As easy as it seems to be able to move items in your bathroom it can be both difficult and more importantly not allowed by your building.

There is a good chance your building will not allow you to chop the floor at all which could be a major problem, you might be able to get away with using a wall hung toilet but you might not have enough room for that as well.

As far as time and cost there are a lot of variables. If you are able to move these fixtures I would expect you to pay about 30-40k

There are ways to get that price down but thats what I would use as a budget. As far as time I would assume about 1 month- 6 weeks. Don't let anyone tell you different

Running a 4" toilet pipe accross the room is not that easy, it will all depend on your subfloor. You cannot drill 4" holes in the supporting beams, you also cannot run it thru the concrete, only way would be from the apartment bellow and that's only if they have their ceiling recessed enough to run the pipe, or installing it accross on the opposite wall if the subfloor are the beams that run parallel so you don't have to go thru the beams. I would suggest you have swine take a look at it for you first.

To estimate this, we really need to know what kind of building you are in. An 8' toilet move is definitely not easy, per all the comments above, but there is another possibility. If you are in a pre-war building, your bathroom floor might actually be non-structural fill over a depressed structural slab. We have run into this many times in which case a toilet move is possible, but it is definitely a lot of time consuming work. It entails digging up the entire bathroom floor usually under close watch by the building super and usually by hand (no power tools). It also requires filing with the DOB which adds to the schedule.
