Brodsky Management rentals (see brodskyorg.com for listings) are very dog friendly, no weight limit that I'm aware of, though it might vary depending on the building. In response to your question about potential consequences for an over-the-size-limit pet, I have heard of tenants getting warning letters from their building about their dogs, and/or being asked to pay extra security deposits. Also know someone who had to hire an attorney to challenge his landlord over this issue. The tenant ultimately prevailed, b/c the dog had been there at her 55-plus-lb size for several years and the building did not make an issue of it previously; however, the situation between the tenant and the building remained uncomfortable after the dispute, and the 'win' came at a financial and emotional cost to tenant -- I think that he ultimately moved out a year or so later. Can't imagine a building weighing dogs as they come in the door, but in NYC real estate anything is possible, so best approach would be to find a building where big dogs are welcomed.

IF you had a little 5 pound dog and put him/her in your purse and snuck past the doorman every time you went outside, the law wouldn't help you.

That's a nice but impractical law.
1 - Landlord could choose not to renew you at the next go-around.
2 - Landlord could use clauses in your lease if you are a menace in the building. One complaint, say from the parents of a child who happens to weigh less than 65 pounds, that's it for you.

And no more leftover food from the dinner table: it's all Diet Alpo, all the time. Dehydrate the pooch the day before the weigh-in. When he comes in at 49.9 pounds, you take a picture of the scale.

OK, I got nothing, but seriously, they probably won't weigh your dog. Just take Mutombo's advice and say he weighs 45 pounds, and is fully grown.

I've seen people walk a great dane and another one a german shepard along Riverside Blvd and dogs in the Riverside dog run on 72nd Street that are bigger than 45 lbs so obviously there buildings that will allow it. However, its probably not easy to find and you will probably need a broker to help you find the apt.
