I would talk to your management company. Some buildings will require a permit and some will not. At the very least the plumber should take out a permit which is very quick.

If the coop does not seem to care either way, what risks am I running by not getting the permit? I have been told if an inspector comes by I can be fined and the job can be shut down.

On the other hand, I have been told that if I get a permit, an inspector can tell me I need to bring other things up to code in the apartment that I was not planning on doing (for example, adding outlets on walls).

In your opinion, if the coop does not seem to care either way, and the decision is on me, what is the best move? Obviously, if I do not have to pay for drawings and wait for permits, it is more ideal.

Don't bother getting the permits, you're not moving your kitchen or adding additional bedroom therefore it's not a big deal.
