how much do you really save from having a central heating/cooling vs electric ptac in a 1 br apt? are there any other advantage of central systems besides that it's cost-effective?

$20 to $30 during the summer and $5 to $10 in the other 9 months.

Con Ed's site shows $500-$700 per month to heat a 1200 ft² apartment with electricity.

Even in areas where power is from hydro and relatively cheap, electricity is by far the most expensive heating option.

I grew in an electric heat household.
It is ...yes ....exponentially more.

I can make this comparison - I went from a PTAC Unit that had a 2 pipe central plant heating system, plus electric a/c to a Convector Unit that has 2 pipe heat and a/c from a central plant - both 1 bedroom apartments.

Winter - no difference, because heat provided by central plant
Summer - $150-$200 less per month from central a/c - from June through Sept, so about $700 in total a/c savings.

I suspect the winter savings is even greater, so you'd be looking at $2,000 to $2,5000 in savings over the PTAC solution per year. Note - this does not deduct for the cost of the central heating and cooling, which is built into the maintenance, I do not know of an easy way to calculate that.

Central plant heating and cooling is quieter, as well. BUT - in two pipe systems, you only have heat OR a/c at any given time - the changeover happens in spring and fall. The real goodness is a 4 pipe system, but those are quite rare.
