This building has bed bugs and cockroaches. A/C's barely work and it getting maintenance help is impossible. A month ago one of the tenants almost burned down the building because he left his stove on. Many apartments have water and mildew damage and the owners are not fixing these issues quickly. Furthermore, the windows are broken. They do not open and shut properly. The window cranks do not work and even if you are promised they will fix the windows, mine still have not been fixed a year later. Unfortunately, the president of the management company JR Equities is also the owner so there is no way to escalate your issues. Plus the owner is extremely sarcastic and mean. So if you don't appreciate his attitude or ask for things to be fixed, he will not renew your lease. It is a cheap, rundown and seedy building for a reason. Caution, stay away and do not rent!

This tenant wasn't offered a renewal because she constantly walked her dog on the building’s roof deck and regularly refused to clean up her dog’s feces despite complaints from her neighbors and the building super. The tenant’s claim about bed bugs / cockroaches is a fabrication. If the a/c is broken, the super calls the a/c company (an outside contractor) and they usually come the same-day or the next-day. J.R. Equities, Inc. is not the owner - they are the management company for the building. If the person this tenant spoke to was sarcastic and unpleasant it may have been because of the MANY times she was asked NOT to use the roof deck as a personal bathroom for the dog!

So here's the deal from a former tenant that moved out his own accord. There was a fire in the building on the 10th floor, apt 1002, first apartment on the right when you exit the elevator, and there was water damage to apartments on many floors below it; not sure if mildew remains or not, something to look out for. The window cranks do break often, sometimes they get fixed and sometime they don't, it depends how persistent you are. The building super is great and will do everything he can to help fix problems as they arise. When the washer/dryers break they take a long time to get repaired because that is out of the super's control. The roof deck is well maintained. I never encountered or heard of bed bugs while I was there. Cockroaches are in every Manhattan building whether you like it or not, but I didn't see many while I lived there. The management company, JR Equities, is not pleasant to deal with because they know they don't need to be, decent apartments in Chelsea rent quickly no matter how rude the management company is. Dealing with Steve, who runs JR Equities, makes you want to rip your hair out, he is highly unreasonable, but again he knows he can get away with being insufferable because he can easily replace you with a new tenant. Overall, great no nonsense building, and as long as you're not a complainer (even if the complaints are reasonable) you won't have a problem. I should add that there are a few employees at JR Equities that are nice enough, just try to avoid Steve if you already have high blood pressure.
