Is there a way to verify rent stabilization status to make sure a change is legitimate? A friend of mine has an apartment building that is stabilized with a rent under $2,000 that she moved into on August 1st of last year. I suggested she get a DHCR report and it shows on the registration (07/30/12) that the apartment was Rent Stabilized. The next entry is 08/08/13 showing that the apartment is permanently exempt. From what I've read, it seems only a high income from the previous tenant could lead to the apartment losing RS status. Is there any easy way to verify what triggered an apartment going from RS to PE?
Does she want to sue?
Call the DHCR, 718-739-6400. Ask for a history of rent. They will send this to the residence free of charge. It will contain the history of rents plus the yearly status of the apartment going back to, I believe, 1984. This is the surest way to tell if an apartment is RS, as far as I know.
Also, for your reference, rent stabilization cuts off at $2500/month now, if I am not mistaken.

After the last tenant moves out, if they do the requisite amount of renovation that brings it over the threshold, it can be destabilized - vacancy decontrol.
But your question is unclear. You say it is stabilized but that the DHCR report says it isn't?
