Do I need to get a sign-off from my architect upon completion of the project? What is the purpose of it? Is it submitted to DoB or building mgmt etc?
The architect does need to sign off. There is an architect of record and he is the one who signs off. It goes through the dept of buildings

Usually management needs to get sign off before they will return your damage deposit back
What happens if your architect abandons your job prior to final sign off and you have open permits?

I don't think an architect can abandon the job. Do you know who the Expeditor is? I would talk to them directly and ask the. How you can get it signed off
An architect can "abandon" a job - and it happens for many reasons, a few being:
1. the job is not built to the architect's drawings/specs
2. the architect doesn't get paid
And it's not so much abandon, as decline involvement. If the architect walks, you can hire another architect to take over the job and then provide sign-off, but if the job isn't straight forward OR was not built to code, you're going to have a hard time finding someone reputable to do such. The new architect will also have to prepare new drawings, stamp/sign/file to supercede, etc.
Open filings on a property can become a nuisance.
