HVAC in co-op

I live on the top floor of a co-op and in the summer my apartment gets HOT and in the winter it gets COLD. I have a window unit downstairs, forced heating (which doesn't reach my loft) and another AC unit upstairs, with an electric heater upstairs too. I live on the top floor of a co-op and in the summer my apartment gets HOT and in the winter it gets COLD. I have a window unit downstairs, forced heating (which doesn't reach my loft) and another AC unit upstairs, with an electric heater upstairs too. It's a pain, when I come home trying to get my apartment comfortable if I don't run the AC all day. When I come home in the winter I have to turn on the heater upstairs when I get home, so its semi-comfortable by time I go to sleep. All that being said I looked into duct-less HVAC systems though I need to put the compressor outside (on the roof). The building just had a new roof put on last year so I doubt they are going to approve my request, but we'll see. Is there anything else I can look into?
