Each building has different requirements. Some buildings will allow you to put up a wall and some will not. It is best to ask your building management what they require

Just to be clear, it is *always* an NYC legal/regulatory requirement that DOB approve plans to add, change or remove walls.

In addition your building management *also* has to approve your modification.

That said, some buildings will not force you to obtain the DOB approval; if they don't it is technically illegal but in many cases of minor adjustments, it will never be caught or punished. If caught, there is a penalty plus you would be required to legalize it -- either by going through the filing process and getting the change approved after the fact, or by undertaking construction to restore things to their previous (approved/documented) state.

Technically the DOB holds the building liable, but you can guarantee they would pass all responsibility to you.

uptown_joe is absolutely correct. you need sign-off from building management AND DOB for projects involving walls (add/remove/move).
The nature and complexity of the filing with DOB depends on the nature of the project with the most complex cases resulting in filing an updated Certificate of Occupancy (expensive undertaking).
We recently did a reno "involving walls" in our condo and got DOB AND building management approval.

Shans,

Call your management company and explain the scope of work to them, ask them what they will need for you to get approval. People put up a wall here and there will no problem. Some buildings only consider structural walls as needing permits while others want you to get permits to open a kitchen pass through.

I suspect if you were to ask your super to find someone to install a pressurized wall or contractor during complete renovation, it will be done without any issues though not legal. Of course when you plan on selling, you will need the legal DOE stuff. Regardless, if you were to put up the wall, What can DOE possible do? This isn't Riyadh where they will chop off your hands.

Most likely DOB won't find out. If they do, they will issue a violation. For multi-family building, fine is 5,000 for work without permit plus filing for construction permit as remedy. Again, they probably won't find out, but your neighbor can always call 311. I would, if the person living above my apartment doing work without permit. Who knows what he is doing to the floor, which is my ceiling. Probably won't care if that happens next door.

So, firefighters study DOE plan for every apartment before going into the building? Also, if you are spending a 500k + on apartment, I am assuming one has fire-detectors in every room and fire extinguisher in the apartment.
