Enclosed Balcony 67% calculation help!!!

The DOB law says that balconies count towards floor space "if more than 67 percent of the perimeter of such balcony or terrace is enclosed." What exactly does that mean? If my balconies perimeter (the 3 sides not counting the side attached to the building) is 100 inches, does that mean I can have 67 inches of framed glass/plexi going up each side? Thanks!
Just check if your building allows you to enclose your balcony. You can tell if others have done it. Buildings may not permit it for aesthetic reason.
For example, this building allows you to enclose the balcony and it does not make any difference to maintenance, taxes or the square footage which remains as per the condo offering plan.

I am allowed to enclose it up to 67%. I don't know what this means though. The enclosure can go up 67% of the height of each side?
I would have thought 67% of the sq footage as the original regulation you quoted has to do with the FAR utilization. Your building may not have any FAR remaining. Below 67% enclosure does not count towards FAR it seems but an expeditor or a zoning lawyer may know more.

Only 67% of the balcony floorspace can be enclosed. If you have a 100 square foot balcony, you can only enclose 67 square feet of it. Check with your building and a knowledgeable architect. Last year the DOB rescinded their June 1976 memo originally allowing temporary enclosures to be erected on building balconies. The memo made it possible to bypass FAR for existing enclosures. In order for enclosed balconies to avoid counting toward floor area, they are required to abide by section 12-10 of the New York City Zoning Resolution (where the 67% number comes from, along with certain railing and parapet requirements. Historically, unenclosed balconies do not count against a building's FAR -- they were considered 'amenities'. A building fully built out to its FAR cannot increase it's floor space by enclosure of balconies.
You can also only cover 20% of a roof with wood decking, but who pays attention to that?
