Should architects have liability insurance?

I'm getting ready to a hire an architect (small 1-2 man firm) for my apartment gut renovation. I did ask if they had liability insurance and they said no. They said the contractors and subcontractors would. Is that normal? Does one only hire an architect that carries liability insurance?

Also, make sure they're licensed - check here:

Unless they're licensed, they can't actually sign off on plans and get permits for you, which is the important part.

Thank you BryantPark. This architect is not licensed to sign off on documents. Their partner is and their partner will be taking the responsibility for the stamp and seal. I'm not sure if that's strange. Their partner company will also be assuming liability insurance wise.
