I have lived in Cobble Hill for 25+ years. When I sold my brownstone on Degraw Street, I was delighted to rent a small apartment in the home of a dear neighbor. After 3 years, my landlord's daughter told me that she would not renew my lease, because she needed to move her ailing father into my apartment, which was wheelchair accessible. I felt bad for her father, and I moved out at great expense ($5,000) and inconvenience (I have medical issues). Months later, I discovered that the tiny apartment has been upgraded and listed for rent for 30% more than I had been paying.

That's rough. I'm sorry.
You have no case, but you should sue anyway in Small Claims Court to recover your $5K expense in hopes of a settlement and some satisfaction of harassing her.
Oh, and notwithstanding that, I'm sure your $5K, you covered that plenty if you owned a brownstone in Cobble Hill since 1989 and sold it in 2014.
