Process/attorney recs for a 'rent control/'buyout'

A friend is close to his rental freeze date and gets the impression his landlord would like to get him out. How does he proceed with 'buyout' negotiations? Can anyone recommend an attorney? How does an attorney get compensated in such a situation?

This is someone with no second home and whose income ranges from 36-65k per year. He is rightfully in the group that rent control was designed for.
