Gas line permit

I had a new gas pool heater installed, but not connected to the gas line. The gas line (where is the meter) is like 10 feet away. I had one plumber stop by and he wants 2500 for the permit and 1k for the job. Seriously, 2.5x more for the permit than the job? Is that the norm?

That sounds just about right. He has to be there for inspections which probably will have to be canceled so he has to reschedule and meet again and maybe again.....Ends up taking time
