Condo entrance door is below my head

Does anyone know of a company that makes a soft close front entrance door? We live in a converted 4 floor condo and I'm on the 2nd floor. The entrance door to the condo (street level) closes very slowly and all of the sudden it slams with a burst of force. If someone leaves early/comes home late I'm jolted out of bed as well as my 4 year old in the adjacent room. Management says regulations require this sort of self closing door, but does anyone make one that can meet regulations and not slam with such a force? Management says they looked into it and this is the best option. There has to be a better solution. Anyone have experience fixing something like this in the past?
