It's half a block from a housing project. 10 years from now it will still be half a block from a housing project.

I don't get all the noise about Red Hook. Good area if you are a bohemian artist looking for an out-of -the way place to live/work. But transportation is awful and you rally need to love schlepping to IKEA and Fairway.

Is that 'garage' really viable as a place to put a car, even after you take out the spiral staircase? Seems too narrow. And no significant windows in the LR/DR.

When you have multiple open spots I think the minimum size of a spot is 9x18. But that is because with multiple spots you have the extra room in the adjacent spot for door swing. Several cities in California have their minimum for a 1 car garage set at 10x20. I don't know what NYC zoning has for minimum dimensions for a 1 car garage.
