do you think one needs to redo all the electrical in apt if it is original i.e.1930's? how much can something like this cost?

More like $4,000+ depending on size of apt. A coop would likely not let you use some guy off craigslist to do your electric work and will require licensed and insured electrician.

Old wiring actually has paper insulation I understand. Many buildings require the electrical be updated as a condition of the board approving an alteration agreement.

Sometimes you'll have to bring additional juice from the basement, and that is a far more expensive undertaking. Try to find out whether this is the case with this particular apartment, though you should probably assume it is if the apartment's in estate/original condition.
