Central air unit--too hot

I just moved into a Glenwood building in Manhattan and the apartments all have built-in wall units for heat and air. Right now the building is BLASTING the heat through the unit. Is there any way to turn off the heat completely? There are two little flaps in the front of the unit but I'm not sure what's inside. In my old apartment you could unplug the unit from the wall but there is no plug here. Thank you!

I live in a Glenwood building and this is a typical issue. I just block the vents with some magazines and/or open a window and seems to solve the problem. I believe on the right side there is a knob. I could not really figure out which way to turn it to turn off the heat (or whether it worked at all).
