Is "Net Effective" something to be cautious of?

I have seen a lot of listings offering "Net Effective" rent or "2 Months Free" etc. Is there any potential downside to these rent specials / incentives that seem to be everywhere right now? New to the city and have only been renting for a year. Thank you!
