I am removing a small closet in front of my galley kitchen to create an opening/breakfast bar. I have already paid $3000 to an architect to draw up “recommended” plans to present for board approval. He is now coming back with some exorbitant expeditor fees. Does anyone have an idea of what a typical fee would be like for this type of project, and can anyone refer me to an expeditor?
I haven't needed an expediter in the last year so unsure if there have been any material changes, but that shouldn't need to cost more than $2,000. That would cover filing the Alt-2 with DOB, attending a meeting or two with the plan reviewer, and getting the job signed off when complete.
An asbestos test would be separate.

Ask your architect whey you need to file an Alt2 rather than Alt3. The last one is a simple application, your architect may be able to file easily. It seems to me more like a minor alteration which may not need permits.

ALT2: Multiple types of work, not affecting use, egress or occupancy
ALT3: One type of minor work, not affecting use, egress or occupancy
Minor Alterations Without Permits
Some minor work does not require a permit; a PE, an RA, or a Department borough office manager can explain the exceptions. For example, installing new kitchen cabinets doesn’t require a permit but contractors must have a Department of Consumer Affairs home improvement contractor license.
