Non-Smoking

Impossible to enforce but really, who the hell smokes anymore.

Who smokes? My neighbors, who are firmly stuck in the 1970s.

A lot more people in NY smoke at home than you would think.
Probably 1/3 of my neighbors in recent years have smoked.

Given this I'd always prefer a non smoking building as there's at least something to try to enforce.

Eventually the surrounding neighbors complaining incessantly does have an effect on the smoker.
Further if it's truly a non smoking building theres going to be a fine associated with being caught smoking.
Generally if they are smoking enough to cause complaints, it's also indiscreet enough that the super/porter/etc will easily detect the source... Don't forget to tip your staff :-)
