Cannot move in due to incompetent/corrupt mgmt

Family member purchased a condo in midtown. Management was terrible through closing process ("because COVID", "because working from home" - they had the attorney send a physical question list to someone's home address in Westchester during diligence!). Now that he has closed, super told him to schedule a move in date with management. Management is not allowing him to move in until he does a COVID disinfection, they provided a specific company, and he is only allowed to use this one company which is asking almost $1000 for a 500 sq ft studio. Apartment has been vacant for a year, he is fully vaccinated, and COVID does not spread thru surfaces. It has been a month. Management does not pick up the phone or respond to emails for weeks at a time. What can be done?

1. Call the board president and members. They are probably the ones who made the policy. Most likely you can get their contact info from Linkedin. You can leave note with the doorman for them.

2. You can always bring in a few suitcases and get a bed delivered and "move-in" later. It is studio anyway.

3. Call the head of the managing agent company and harass them till they respond.

4. Get your lawyer to send a letter to the board which you can leave with the doorman.

Don't want to disclose the building but management company is called Key Real Estate.

Never reached the manager of the building on this issue (the person seemed permanently out of office), but the supervisor finally resolved the issue and allowed a move without an unnecessary disinfection.

thanks for all suggestions. My family used tactics 2 and 3 from 300_mercer list, until the permanent resolution was achieved.
