In a coop, is the lead pan under the toilet the responsibility of the building or the unit owner?

In my last coop, it was the responsibility of the building if the bathroom had an original toilet and flooring.

If original to building , co-op/condo responsibility.

If there was a bathroom refit, then it's the tenant/owner's responsibility
