UES values flat for last 15 years?

I was reading another forum here and noticed a comment that UES prices have gone up 3.5% since 2008. They didn't mean 3.5%/year but total. Is that the case? Is a UES real estate investment one where you just hope to break even these days?
You can download "price index" for Manhattan and other boroughs here. Naturally, history doesn't does not tell you about the future.

I've tried Urban Digs but when looking for unit type it gives 3 choices for bedrooms: 0, 0+, 0-5, which is bizarre. I just want to look for a 1 BR, not a studio and not something larger but it doesn't seem to give that option. Am I missing something?

Anecdotally, I sold this unit in 2014 for $675K and it just sold again for $699K.

Almost mathematically 3.5%.
The maintenance continued it's march ever upward, which I assume held it back - and then add the weird listing photos and the sellers turned the living room into an office and you get $699 8 years later.
I'm confused now; we haven't yet seen the print on #20D, but I thought it went for $740K?

I had posted 699, based on the SE listing saying 'pending but not yet recorded'. Not sure what the source of 740k is.
