Brownstone in prime UWS with 65% tax deductible maintnance

I just saw a nice 2 BR in a 6 unit brownstone. The maintenance is 1 $/sf, which I assume is average for a no service building of that size. Is it normal that 65% is tax deductible? The percentage appears high to me. They made a point that pieds-a-tierres are ok, which strikes me as odd in such a small building. Is it odd? Does that mean all other owners use it as a pieds-a-terre?
